Organizational Structure of the Bureau
- Headed by the Treasurer of the Philippines (TOP), appointed by the President on the Secretary of Finance's recommendation.
- Includes the Office of the Treasurer directly assisted by:
- Legal Service: Provides legal advice, handles litigation, enforces regulations, investigates administrative cases.
- Internal Audit and Security Service: Conducts control reviews, audits payments, enforces security, provides cash escort services.
Planning and Policy Subsector
- Headed by a Deputy Treasurer appointed by the President.
- Research Service responsibilities:
- Coordinate preparation of annual funding plans with government agencies.
- Formulate and recommend cash resources, debt, and financial asset management policies.
- Assess policy implementation results.
- Provide technical assistance on fund management, securities, debt management.
- Conduct research and policy studies for treasury improvements.
Operations Subsector
- Headed by a Deputy Treasurer appointed by the President.
- Asset Management Service:
- Manage cash receipts and disbursements.
- Optimize earnings through investments and prompt obligation servicing.
- Administer Bond Sinking Fund and Securities Stabilization Fund.
- Ensure timely deposit and accurate collection crediting by authorized banks.
- Custodian of government securities and non-cash accounts.
- Liability Management Service:
- Link government revenue and expenditure operations.
- Assist in public borrowing policy and loan management.
- Participate in debt programming with relevant agencies.
- Monitor public debt status and document inventory.
Auxiliary Subsector
- Headed by a Deputy Treasurer appointed by the President.
- Accounting Service:
- Account for all receipts and disbursements including obligations and special funds.
- Compute guarantee fees, interest, and prepare billing statements.
- Maintain subsidiary ledger accounts and financial reports.
- Administrative Service:
- Provide general housekeeping and procurement services.
- Manage personnel functions including recruitment, promotion, training.
- Management Information Systems Service:
- Support computer-related operational needs across the Bureau.
Regional Offices
- Include Provincial/District Offices reporting directly to the TOP.
- Examine books of national collecting officers and local treasurers.
- Provide technical advice and support on treasury laws and regulations.
- Recommend Fidelity Bond claims for payment.
- Consolidate daily national collections and disbursement reports.
Funding Provisions
- Necessary funds for implementation shall be sourced from the Bureau's available funds.
Redeployment of Personnel
- The TOP may redeploy officials and employees in line with realigned functions.
- Redeployment must avoid dislocation, rank or compensation reduction.
- Must comply with Civil Service laws and rules.
Implementation and Effectivity
- The TOP shall prepare implementing rules and regulations subject to Secretary of Finance approval.
- Submission of detailed organizational structure, functional statements, and staffing patterns for Budget Department review is required.
- The Executive Order takes effect immediately upon issuance.
