Conditions for Institutionalization and Release
- Prolonged confinement in leprosaria is deemed unnecessary except for:
- Patients with advanced stages of the disease.
- Those requiring surgical intervention.
- Destitute or invalid patients who need institutional care.
- Patients with disease-arrested status are eligible for discharge and community reintegration.
- Recognizes the adverse effects of prolonged institutionalization which include:
- Loss of connection with homes and families.
- Joblessness and economic insecurity.
- Emotional insecurity and fear of reintegration.
Funding and Administration
- Appropriates ₱500,000 from the National Treasury for the fiscal year 1967 to fund the rehabilitation program.
- The fund is to be administered by the Social Welfare Administration.
- Future funding is to be provided through the Social Welfare Administration’s allocation in subsequent General Appropriations Acts.
Effectivity
- The Act takes effect immediately upon approval, empowering immediate implementation of its provisions.
