Creation of the Communications Group
- Section 1 creates a Communications Group in the Office of the President.

Composition and leadership
- Section 2 provides that the Communications Group is headed by the Press Secretary.
- The Communications Group includes as members the Director-General of the Philippine Information Agency.
- The Communications Group includes as members the Chairman of the government mass media organizations.
- The Director-General of the Philippine Information Agency and the Chairman of the government mass media organizations must hold the rank and emoluments of Cabinet Secretary.
Core functions and oversight
- Section 3(1) requires the Communications Group to guide, integrate, and supervise the public information activities, including advertisements, of all departments, bureaus, offices and agencies of the Executive Branch of the Government.
- Section 3(1) covers government financial institutions (GFIs) and government-owned and/or controlled corporations (GOCCs) within that guidance, integration, and supervision.
- Section 3(1) mandates the Communications Group to act in close consultation with the head of each covered entity.
- Section 3(2) directs the Communications Group to ensure the rationalization of the organizations directly under it, namely the Office of the Press Secretary, the Philippine Information Agency, and the government mass media organizations.
- Section 3(3) requires the Communications Group to meet regularly to discuss government mass media initiatives.
- Section 3(3) further requires the Communications Group to report to the President problems that require action or decision by the Chief Executive.
Assistance and call to other offices
- Section 4 authorizes the Communications Group to call upon any office in the Executive Branch of the Government.
- Section 4 expressly includes GFIs and GOCCs among offices that may be called upon.
- The Communications Group may request assistance as may be necessary for it to perform its functions.
Funding and accounting
- Section 5 provides that funding for Communications Group operations must be sourced from:
- the Office of the Press Secretary;
- the Philippine Information Agency;
- the government mass media organizations;
- GFIs; and
- GOCCs.
- Section 5 requires that funding be subject to the usual accounting and auditing rules and regulations.
Transfer and supervision arrangements
- Section 6 transfers all functions, units, properties, staff, and other resources of the Office of the Communications Director to the Office of the Press Secretary.
- Section 6 provides that the Chairman of the government mass media organizations shall supervise the Philippine News Agency.
Repeal of prior inconsistent issuance
- Section 7 revokes Executive Order No. 348.
- Section 7 repeals or modifies all other orders, rules, regulations, and issuances, or parts thereof, that are inconsistent with Executive Order No. 511.
Immediate effect and date of effect
- Section 8 states that the Executive Order takes effect immediately.
