Responsible office and operational rule
- The Labor Assistance Center (LAC) performs the airport-side check and control of PDOS compliance.
- The LAC shall require only the presentation of the PDOS certificate by overseas contract workers (OCWs) departing for the first time or under a new contract.
- The LAC shall no longer collect the PDOS certificate of attendance.
- The PDOS certificate shall be validated and returned to the worker during inspection and validation.
PDOS certificate status and handling
- The PDOS certificate of attendance is treated as a personal document of the OCW.
- The certificate is validated by inspection at the international airport.
- After validation, the certificate is returned to the OCW together with the other travel documents.
- The certificate serves as proof of PDOS compliance when the OCW seeks a new employment contract during its validity period.
Validity period and condition for use
- The PDOS certificate is valid for a period of five years.
- The five-year validity is conditioned on the OCW returning to the same employer, country or region.
- The OCW must present the certificate as proof of PDOS compliance when obtaining a new contract of employment during the validity period.
Check-and-control coverage at airports
- The circular’s check-and-control procedure applies at international airports.
- The presentation requirement covers OCWs departing for the first time.
- The presentation requirement also covers OCWs departing under a new contract.
- The validation-and-return procedure applies to the PDOS certificate shown for inspection.
Transitory and compliance flow
- The previous practice of collection by the LAC is replaced by validation and return to the OCW.
- The OCW’s PDOS compliance verification at the airport proceeds through presentation, inspection, and validation.
- The certificate continues to function as compliance proof for new contracts obtained within the five-year validity period, subject to the same employer, country, or region condition.
