Upgrade to Regional Consular Offices
- The existing Passport Extension Offices are to be upgraded into Regional Consular Offices.
- The upgrade expands the scope, functions, and responsibilities of these offices beyond passport services.
Organization and Staffing
- Regional Consular Offices will comprise both Home Office-based personnel and locally hired regional employees.
- Each office will be headed by an Officer-In-Charge with a minimum rank of Foreign Service Staff Officer (FSSO).
Staff Housing Provision
- The Regional Consular Offices are authorized to rent staff housing for Home Office-based personnel.
- Preference is given for such housing to be located within or near the office premises.
Funding Arrangements
- Funding sources include the DFA's annual budget and the Passport Revolving Fund.
- An initial allocation of Five Million Pesos (P5M) for 1995 is sourced from the President's Contingent Fund and other appropriations as determined by the Department of Budget and Management.
- Funds support upgrading existing offices and establishing new Regional Consular Offices in Regions VIII and XII.
Implementation Oversight
- The Secretary of Foreign Affairs is tasked with formulating additional implementing guidelines.
- Financial implications of any guidelines must be coordinated with the Secretary of Budget and Management.
Effectivity
- The Executive Order takes effect immediately upon issuance on June 22, 1995.
