  • Renewals only to allow phased out completion under the conditions of Item 2.
  • Only advanced-stage pending applications with inchoate rights may proceed, subject to phasing out.

Operationalization of Contingent Liability and Rehabilitation Fund (CLRF)

  • Establish a Rehabilitation Cash Fund (RCF) of P5 million or 10% of EPEP cost.
  • Set up a Monitoring Trust Fund (MTF) of not less than P50,000 for ongoing monitoring.
  • Creation of Multipartite Monitoring Team (MMT) comprising MGB, DENR, permittees, communities, and NGOs for oversight.

Memorandum of Agreement for Monitoring and Enforcement

  • An MOA between DENR, Rizal Provincial Government, and Philippine National Police (PNP) Rizal Office.
  • Ensures strict enforcement of this order and related environmental and mining laws.

Repealing Clause
