Scope: PRC fee collection schedule
- The Resolution establishes the rates of fees that the Professional Regulation Commission may collect in relation to PRC examination, registration, document services, and administrative processing.
- The Resolution provides fees for Examination, including licensure examinations, re-examinations, and ocular pharmacology.
- The Resolution provides fees for Registration (initial and others), including temporary/special permits and professional identification cards.
- The Resolution provides fees for Annual Registration of professionals and issuance of professional identification cards.
- The Resolution provides fees for Registration Without Examination and for certificates, certifications, authentication, and other document services.
- The Resolution provides fees for STCW Certificates, duplicate or replacement certificates and related documents.
- The Resolution provides fees for Inspection services, permits/licenses/authority to operate, certificates of compliance, and registration and accreditation of firms/associations.
- The Resolution provides docket and data/verification fees tied to filings and processing connected to PRC/Professional Regulatory Board proceedings and performance data.
Policy basis and legal authority
- Executive Order No. 197 and Republic Act No. 465 (as amended by Republic Act No. 6511) authorize the PRC to collect rates of fees authorized by law.
- Section 7(g) of Republic Act No. 8981 provides the legal linkage for the PRC’s fee collection authority.
- The Resolution sets specific numeric rates for PRC services enumerated under its fee categories.
Fee categories: examination
- Licensure Examination—requiring a baccalaureate degree—costs PHP 900.00.
- Licensure Examination—requiring a baccalaureate degree with Practical Examination/Assessment (except Marine Deck and Marine Engineer Officers)—costs PHP 1,300.00.
- Licensure Examination—for a non-baccalaureate degree—costs PHP 600.00.
- Marine Deck and Marine Engineer Officers:
- Written (Theoretical) Examination costs PHP 900.00.
- Practical Assessment (after passing the Written [Theoretical] Examination) costs PHP 400.00.
- Re-examination:
- Written (Theoretical) Examination costs PHP 900.00.
- Practical Examination/Assessment costs PHP 400.00.
- Removal Examination in Subject/s where Examinee Failed costs PHP 450.00.
- Conditionally passed Examination applies to an examinee who took a licensure examination with practical examination/assessment but only passed either the written (theoretical) or practical examination/assessment.
- Forfeiture rule: an examinee who fails to report and take the scheduled examination shall forfeit the fee or fees paid for that examination.
- Ocular Pharmacology (under Section 31, Republic Act No. 8050) costs PHP 1,500.00.
- Licensure Examinations outside the Philippines:
- With a baccalaureate degree: US$ 40.00.
- With a non-baccalaureate degree: US$ 30.00.
- Removal examination: US$ 25.00.
Fee categories: registration and permits
- Registration (Initial and Others) for professions requiring a baccalaureate degree costs PHP 600.00.
- Registration (Initial and Others) for professions/occupations requiring a non-baccalaureate degree costs PHP 450.00.
- Temporary/Special Permit to Para-Teachers under Section 26 (last proviso) of Republic Act No. 7836:
- Initial issuance (three [3] year validity at PHP 200.00 per year) costs PHP 600.00.
- Issuance (last) (five [5] year validity at PHP 200.00 per year) costs PHP 1,000.00.
- Temporary/Special Permit and related documents for Foreign Professionals:
- Temporary/Special Permit to former Filipino citizens allowed to practice under P.D. No. 541 while on a visit/sojourn/residing permanently:
- Per visit or sojourn: PHP 1,250.00.
- For permanent residents: PHP 1,500.00.
- For fee purposes, a visit or sojourn is for a duration of not more than six (6) months per visit or sojourn.
- Temporary/Special Permit to Foreign Professionals covered by Section 7(j) and (l) of Republic Act No. 8981 (except Medical/Humanitarian Missions): PHP 1,500.00.
- Temporary/Special Permit to Foreign Health Professionals on a Medical/Humanitarian Mission in the Philippines for a limited period: PHP 1,250.00.
- For the limited period, the duration shall not exceed one (1) month, but it may be extended for the same or shorter period when justified by circumstances.
- Certificate of Registration for Foreign Professionals qualifying to practice on basis of reciprocity: PHP 1,500.00.
- Certificate of Registration or Temporary/Special Permit for Foreign Professionals engaged/hired/employed under specific Philippine laws and international agreements: PHP 1,500.00.
- Certificate of Registration or Temporary/Special Permit for Foreign Professionals not covered by the enumerated categories but covered by Section 1 of PRC Resolution No. 547 (Series of 1998), as amended by PRC Resolution No. 549 (Series of 1998): PHP 1,500.00.
- Temporary/Special Permit to former Filipino citizens allowed to practice under P.D. No. 541 while on a visit/sojourn/residing permanently:
- Professional Identification Card for Foreign Professionals issued Certificate of Registration/Temporary/Special Permit under the stated categories (three [3] year validity at PHP 150.00 per year): PHP 450.00.
- Detailman under Section 12, Article III of Republic Act No. 5921 (Pharmacy Law):
- Initial Registration costs PHP 300.00.
- Annual Registration costs PHP 450.00 (three [3] year validity at PHP 150.00 per year).
Fee categories: annual registration and no-exam registration
- Annual Registration of Professionals and issuance of Professional Identification Card (three [3] year validity):
- Registered Professionals with baccalaureate degree: PHP 450.00 (three [3] year validity at PHP 150.00 per year).
- Registered Professionals with non-baccalaureate degree: PHP 420.00 (three [3] year validity at PHP 140.00 per year).

Fees for certificates, STCW, and duplicates
- Certificate for passing examination in Ocular Pharmacology costs PHP 1,200.00.
- Certifications are charged PHP 75.00 per certification.
- Authentication of documents:
- One (1) page document: PHP 75.00.
- More than one (1) page but not exceeding twenty (20) pages: one (1) page rate plus PHP 20.00 per additional page.
- More than twenty (20) pages but not exceeding fifty (50) pages: one (1) page rate plus PHP 15.00 per additional page.
- More than fifty (50) pages: one (1) page rate plus PHP 10.00 per additional page.
- Other Certifications—attesting that a person has passed a licensure examination (not a license to practice):
- In diploma form (certificate with picture): PHP 500.00.
- In plastic card form (with picture): PHP 600.00.
- STCW certificates:
- Certificate of Endorsement: PHP 1,000.00 (five [5] year validity at PHP 200.00 per year).
- Certificate of Competency: PHP 1,000.00 (five [5] year validity at PHP 200.00 per year).
- Issuance of Duplicate or Replacement of Certificates, Professional Identification Card and Other Documents:
- Certificate of Registration: PHP 300.00.
- STCW Endorsement Certificate: PHP 300.00.
- STCW Certificate of Competency: PHP 300.00.
- Professional Identification Card: PHP 250.00.
- Other Documents: PHP 100.00.
- Duplicate vs. replacement definitions:
- A Duplicate Certificate is a reproduced copy bearing the signatures of the Members of the Board and the Chairperson of the Commission when the professional passed the examination.
- A Replacement Certificate is a reproduced copy of a certificate duly signed by the incumbent Members of the Board and the Chairperson of the Commission.
Inspection, compliance, accreditation, and permits
- Inspection fees for Industrial/Mechanical/Electrical/Chemical plants or establishments, hospitals, clinics, mines and quarries, other engineering facilities, and in case of schools in coordination with the Commission on Higher Education: PHP 2,000.00.
- Inspection of Maritime Training Centers costs PHP 2,000.00.
- Issuance of Permit/License/Authority to Operate:
- Industrial, Chemical, Mechanical and Electrical Plants; Chemical Laboratories; and Commercial and Other Establishments: PHP 1,500.00.
- Issuance of Certificate of Compliance for Commercial, Industrial and related establishments: PHP 2,000.00.
- Registration and Accreditation of Firm/Association:
- CPA Firm—Single Proprietorship: PHP 1,500.00.
- CPA Firm—Partnership: PHP 2,000.00.
- Review Center for Nurses: PHP 3,000.00.
- Accredited Professional Organization: PHP 3,000.00.
- Practicum Training Institution for Nutritionists and Dietitians: PHP 500.00.
- Environment Planning—Single Proprietorship: PHP 1,500.00.
- Environment Planning—Partnership: PHP 2,000.00.
- Chemistry Laboratories: PHP 2,000.00.
Docket, data requests, verification, corrections, and reproduction
- Docket fees:
- Filing of administrative case/complaint against a professional before the Professional Regulatory Board (plus Legal Research Fee (LRF) of PHP 10.00): PHP 235.00.
- Filing a case against a member of the Professional Regulatory Board before the Commission (plus LRF of PHP 10.00): PHP 300.00.
- Filing of appeal taken from a decision of the Professional Regulatory Board to the Commission (plus LRF of PHP 10.00): PHP 460.00.
- Request for Data on the performance of schools and examinees in licensure examinations and results of examinations/list of professionals:
- Performance of Schools (certification):
- Data for one or more schedules but not exceeding ten (10) schedules: PHP 75.00.
- Data in excess of ten (10) schedules: PHP 10.00 per schedule.
- Ranking of Schools (certification): PHP 10.00.
- Certified List of Successful and/or Unsuccessful Examinees (per page with twenty-five [25] records): PHP 75.00.
- Succeeding page/pages with twenty-five (25) records per page or less: PHP 50.00 per page.
- List of Professionals (names, license number and date of registration) per page with twenty (20) records: PHP 75.00.
- Succeeding page/pages with twenty-five (25) records per page or less, per record: PHP 4.00.
- For fee purposes, “Schedule” means examination.
- Performance of Schools (certification):
- Verification fees for processing State Board documents:
- Board Results/Registered Professionals—minimum of ten (10) examinees/professionals: PHP 75.00.
- Succeeding multiple of ten (10) examinees/professionals: PHP 100.00 for each and every multiple of ten (10) examinees/professionals**.
- Correction/Change of Name/Date of Birth and other particulars of professional:
- Petition/request for correction of name, change of name, date of birth, sex, and reversion to the use of maiden name (per petition): PHP 225.00.
- Petition/request for change of other particulars of professionals (per petition): PHP 225.00.
- Reproduced copies of laws/issuances and other materials:
- PRC/PRB laws and issuances, rules and regulations, syllabi, codes of ethics, and other similar documents:
- One (1) page document: PHP 50.00.
- List with more than one (1) page but not exceeding twenty (10) pages: one (1) page rate plus PHP 20.00 per additional page.
- Document with more than ten (10) pages but not exceeding forty (50) pages: PHP 10.00-page document rate plus PHP 15.00 per additional page.
- Document with more than fifty (50) pages: PHP 50.00-page document rate plus PHP 10.00 per additional page.
- Certified alphabetical lists of successful/unsuccessful examinees and other documents:
- One (1) page list with fifty (50) records, per page: PHP 50.00.
- List with more than one (1) page but not exceeding twenty (20) pages: one (1) page list plus PHP 20.00 per additional page.
- List with more than twenty (20) pages but not exceeding forty (40) pages: twenty (20) page list plus PHP 15.00 per additional page.
- List with more than forty (40) pages: forty (40) page list plus PHP 10.00 per additional page.
- PRC/PRB laws and issuances, rules and regulations, syllabi, codes of ethics, and other similar documents:
Repeals and separability
- PRC Resolution No. 98-560, PRC Resolution No. 165 (Series of 2003), PRC Resolution No. 257 (Series of 2005), and other related issuances imposing fees inconsistent with this schedule are repealed.
- No separate sunset clause is provided; the Resolution’s operative date is fifteen (15) days after publication under the stated rule.
