Guiding Policies and Reference Materials

  • Based on general guidelines approved by the Dangerous Drugs Board through Board Regulation No. 6 dated August 1, 2003.
  • Supplementary reference to DepEd Order No. 5, s. 2003, which contains the Implementing Rules and Regulations (IRR) of RA 9165.

Administrative Responsibilities

  • Regional Directors (RDs), Schools Division/City Superintendents (SDSs), and school heads are charged with overseeing program implementation.
  • Specific responsibilities include:
    • Disseminating guidelines on random drug testing to teachers, students, and parents.
    • Establishing a Selection Board in each school to conduct random sampling of students.
    • Designating a drug counselor responsible for guidance and counseling of students identified as drug users.
    • Coordinating with relevant government agencies to ensure proper adherence to procedures and mechanics.
    • Ensuring confidentiality of the drug test results.

Financial Responsibility for Drug Testing

  • All costs associated with conducting drug tests shall be borne by the government.
