Academic Offerings and Mandate
- The PUP-Quezon City Campus is authorized to admit students who may enroll in graduate, undergraduate, and short-term technical-vocational courses.
- Course offerings are to be within PUP's areas of specialization and aligned with its capabilities.
- The Board of Regents (BOR) has authority to determine necessary courses to fulfill the University's objectives and meet the needs of Quezon City and NCR.
- The campus is mandated to engage in research, extension services, and provide leadership in these areas.
- Graduate degree programs may also be offered through the PUP Open University System.
Administration
- Leadership of the campus will be under a Campus Administrator.
- The Campus Administrator shall serve full-time and be appointed or designated by the BOR.
- Appointment must be based on recommendations from a search committee and the University President.
- Qualifications and standards for the Campus Administrator are to be set by the BOR.
Compliance with Commission on Higher Education (CHED) Requirements
- The establishment and operation of the PUP-Quezon City Campus must comply with minimum requirements prescribed by CHED.
- These include standards on program offerings and operational conditions.
Transfer and Ownership of Assets, Personnel, and Liabilities
- All assets (real and personal), personnel, records, liabilities, and obligations of the PUP-Quezon City Campus are transferred to PUP.
- Faculty and personnel rights, including security of tenure, prior to integration, shall be respected.
- Government-owned land occupied by the campus is declared property of PUP.
- Should PUP cease to exist or no longer require such land, ownership reverts to the local government units (LGUs).
Integration with Existing Higher Education Laws
- Provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) are incorporated and form an integral part of this Act.
- These serve collectively as the governing charter for the university.
Powers, Functions, and Responsibilities
- All powers, functions, privileges, responsibilities, and limitations applicable to state universities and their officials under existing laws are extended to the University and its officials.
Appropriations
- Funding necessary to implement the Act shall be included in the annual General Appropriations Act.
Separability Clause
- If any part of the Act is declared invalid or unconstitutional, the remainder shall continue to be in full force and effect.
Repealing Clause
- All laws, decrees, executive orders, rules, and regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act takes effect fifteen (15) days after its publication in the Official Gazette or any newspaper of general circulation.
