Academic Programs and Mandates
- Primarily offers short-term, technical-vocational, undergraduate, and graduate courses.
- Programs aligned with the competency areas identified by the Board of Regents.
- Educational offerings tailored to support human resource development goals of Leyte Province and Region VIII.
- Mandated to conduct research and extension services.
- Provides progressive leadership in research and extension.
- Authorized to offer graduate degrees through the PUP Open University System using open distance learning.
Administration and Leadership
- The campus is headed by a Campus Administrator.
- Administrator must render full-time service.
- Appointment made by the Board of Regents based on a search committee recommendation.
- Appointment complies with qualifications, standards, and guidelines set by the Board.
Compliance with CHED Standards
- The campus must meet all minimum operational and program requirements set by the Commission on Higher Education (CHED).
Land Ownership and Reversion
- Government-owned land used for the campus is declared property of PUP.
- Land titles shall be in the name of PUP.
- If PUP ceases to exist or the land is no longer needed, ownership reverts to local government units or the national government.
Organizational Structure and Staffing
- Within 60 days from enactment, CHED and the Department of Budget and Management (DBM) shall determine the organizational structure and staffing pattern.
- The structure and staffing plan must be submitted by CHED’s Chairperson to the DBM Secretary for approval.
Governing Charter and Legal Framework
- The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) apply to PUP and form part of the governing charter.
- Existing laws assign powers, functions, privileges, responsibilities, and limitations to PUP and its officials as appropriate.
Funding
- Appropriations for the establishment and operation of the PUP-Leyte Campus are to be included in the General Appropriations Act.
Legal Provisions and Severability
- If any part of the Act is declared invalid or unconstitutional, other provisions remain effective.
- Conflicting laws and regulations are repealed or modified accordingly.
Effectivity
- The law takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
