Authority and governing charter link
- The Act establishes a campus of the Polytechnic University of the Philippines (PUP) (the University) in Caloocan City-North (Section 2).
- The campus is known as the PUP-Caloocan City-North Campus (Section 2).
- Republic Act No. 8292—the Higher Education Modernization Act of 1997—forms part of this Act and serves, together with this Act, as the governing charter of the University (Section 7).
- Powers and functions of PUP and its officials under existing laws are deemed granted or imposed whenever appropriate (Section 8).
Campus purpose and academic mandates
- The campus primarily provides short-term technical-vocational, undergraduate, and graduate courses within areas of competency and specialization (Section 3).
- Course offerings must be aligned with the campus mandate pursuant to its mandate and according to its capabilities as determined by the Board (Section 3).
- The campus undertakes research and extension services (Section 3).
- The campus provides progressive leadership in research and extension (Section 3).
- The campus may offer graduate degrees through open distance learning under the PUP Open University System (Section 3).
Campus administration and appointment
- The campus is headed by a Campus Administrator who renders full-time service (Section 4).
- The Campus Administrator is appointed or designated by the Board upon the recommendation of a search committee and the President of the University (Section 4).
- The appointment or designation is subject to guidelines, qualifications, and standards set by the Board (Section 4).
CHED compliance requirement
- The establishment of the campus ensures compliance with minimum requirements for operation and program offerings as prescribed by the Commission on Higher Education (CHED) (Section 5).
Integration, asset transfer, and tenure protection
- Assets, including real and personal property, personnel, and records of the PUP-Caloocan City-North Campus are transferred to the University (Section 6).
- Liabilities and obligations of the campus are transferred to the University (Section 6).
- The positions, rights, and security of tenure of faculty members and personnel employed at the campus under existing laws prior to integration into the University are respected (Section 6).
- Government parcels of land occupied by the campus are declared property of the University and must be titled under its name (Section 6).
- If the University ceases to exist or is abolished, or if the parcels are no longer needed, the land reverts to the local government units concerned or to the Republic of the Philippines, as the case may be (Section 6).
Higher education charter incorporation and added authorities
- The provisions of Republic Act No. 8292 are incorporated as part of the governing charter for the University (Section 7).
- All powers, functions, privileges, responsibilities, and limitations under existing laws are deemed granted to or imposed upon the PUP and its officials, whenever appropriate (Section 8).
Appropriations, separability, and repeals
- The amount necessary to carry out the provisions of the Act must be included in the annual General Appropriations Act (Section 9).
- If any part or provision is declared invalid or unconstitutional, the remaining parts or provisions not affected remain in full force and effect (Section 10).
- All other laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with the Act are repealed or modified accordingly (Section 11).
