The PUP-Caloocan City-North Campus Act establishes a campus of the Polytechnic University of the Philippines in Caloocan City-North, offering technical-vocational, undergraduate, and graduate courses to meet the human resources development needs of the region, while complying with the requirements set by the Commission on Higher Education.

Mandate and Educational Programs

  • The campus will offer short-term technical-vocational, undergraduate, and graduate programs.

  • Graduate degrees may be offered through open distance learning under the PUP Open University System.

Governance and Administration

  • The campus will be led by a Campus Administrator.
  • The appointment is made by the PUP Board of Regents based on a search committee recommendation and University President's endorsement.
  • The appointment must meet qualifications and standards set by the Board.

Compliance with Regulations

  • The campus must comply with minimum operational and program requirements prescribed by the Commission on Higher Education (CHED).

Transfer and Ownership of Assets

  • All assets, liabilities, personnel, and records related to the campus are transferred to the University.
  • Security of tenure and rights of existing faculty and personnel are protected.
  • Government-owned land used by the campus will be titled to the University.
  • In the event the University ceases to exist or land is no longer needed, ownership reverts to the government.

Governing Charter and Compliance

  • Republic Act No. 8292 (Higher Education Modernization Act of 1997) forms part of and governs the University alongside this Act.
  • All powers, functions, and obligations under existing laws are granted or imposed on PUP and its officials as appropriate.

Appropriations

  • Funding necessary to implement the Act is to be included in the annual General Appropriations Act.

Separability Clause

  • Invalidity or unconstitutionality of any part of the Act does not affect the remaining provisions which will remain in full force.

Repealing Clause

  • All laws, rules, or orders inconsistent with this Act are repealed or modified accordingly.

Effectivity

  • The Act takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
