Vehicle Specifications for Franchise Application

    • Entry and exit door
    • Emergency exits

Operational Route and Service Characteristics

  • Routes must be fixed, regular, limited-stop or express.
  • Maximum route ceiling distance is 100 kilometers.
  • Ventilation options include ordinary or air-conditioned.
  • Fare structure is distance or zonal based and must be authorized by the LTFRB.

Regulatory Restrictions and Moratorium

  • Due to an existing moratorium per Memorandum Circulars No. 97-009 and 97-009-A, no new franchise applications for additional units will be accepted.
  • Only petitions for non-expansion (not involving additional units) will be considered.

Amendments and Supersession

  • Any previous issuances inconsistent with the provisions of this circular are modified, superseded, or revoked accordingly.

Effectivity and Legal Compliance

  • The circular takes effect fifteen (15) days after filing three (3) copies with the U.P. Law Center.
  • This is pursuant to Presidential Memorandum Circular No. 11, dated October 9, 1992.
