Vehicle Specifications for Franchise Application
- Seating capacity must range between 20 and 49 passengers, excluding the driver and conductor.
- Gross vehicle weight should be between 4,000 and 6,399 kilograms or calculated at 70 kilograms per passenger.
- The body must be a mini-coach style including:
- Entry and exit door
- Emergency exits
- Optional separate baggage compartment
Operational Route and Service Characteristics
- Routes must be fixed, regular, limited-stop or express.
- Maximum route ceiling distance is 100 kilometers.
- Ventilation options include ordinary or air-conditioned.
- Fare structure is distance or zonal based and must be authorized by the LTFRB.
Regulatory Restrictions and Moratorium
- Due to an existing moratorium per Memorandum Circulars No. 97-009 and 97-009-A, no new franchise applications for additional units will be accepted.
- Only petitions for non-expansion (not involving additional units) will be considered.
Amendments and Supersession
- Any previous issuances inconsistent with the provisions of this circular are modified, superseded, or revoked accordingly.
Effectivity and Legal Compliance
- The circular takes effect fifteen (15) days after filing three (3) copies with the U.P. Law Center.
- This is pursuant to Presidential Memorandum Circular No. 11, dated October 9, 1992.
