  • Fare structure: Based on distance traveled or zonal fare system as authorized by the Land Transportation Franchising and Regulatory Board (LTFRB).

Moratorium on New Franchise Applications

  • A present moratorium prohibits acceptance of new applications for franchises to operate public utility vehicles.
  • Only petitions seeking conversion of existing Certificates of Public Convenience (CPCs) for bus services into public utility double-decker bus operations will be accepted.
  • Petitions must be accompanied by the prescribed filing fees.

Filing Fees and Validity of Converted Certificates

  • Filing fees prescribed: P430.00 for the first five units and P35.00 for each additional unit beyond five.
  • The validity of converted CPCs remains the same as the original expiry date of the existing CPC.

Modification and Supersession of Inconsistent Issuances

  • All existing rules, issuances or parts thereof that conflict with this memorandum circular are modified, superseded, or revoked as necessary.

Effectivity and Compliance

  • The memorandum circular takes effect fifteen (15) days after filing three copies with the U.P. Law Center as mandated by Presidential Memorandum Circular No. 11, dated October 9, 1992.
  • Signed and adopted by the LTFRB Chairperson and Board Members on March 12, 1998.
