Documentation Required for Donation Requests
- Justification for infrastructure construction or establishment.
- Approved bill of materials and building plan from Project Engineer, or a simple sketch signed by the barangay official for barangay projects.
- Certification of no available funds for purchasing wood materials from the Provincial Auditor or Municipal Development Officer for barangay projects.
- Certification from the concerned DENR office (CENRO/PENRO/Regional) confirming availability of forest products for disposition.
Prioritization Criteria for Requests
- Needy disaster victims certified by DSWD.
- School building programs under DECS and projects by the Department of National Defense/AFP.
- Health centers and public markets.
- Municipal buildings and police stations.
- AFP camps.
- DPWH projects benefiting the greater public pursuant to MOA with DENR.
- Local government units of the area where forest products were confiscated.
- Commitments to provincial, regional, and national projects.
Disposition Procedure
- Requires approval from the Secretary of Environment and Natural Resources or authorized representative as per DENR Administrative Order No. 38 (1990) and Memorandum Circular No. 12 (1992).
- Custodians release the confiscated materials upon approval and issue supporting documents.
- Recipients must sign acknowledgment receipts and submit them to the designated DENR office.
Post-Donation Requirements
- Donee must submit project completion certification to DENR, attested by concerned DENR official and Provincial Auditor.
- Must include project engineer's certification of project completion.
- Documents specifying species and volume of forest products used.
- Photographs showing where donated materials were utilized.
Repealing Clause
- All previous memorandum orders, circulars, rules, and regulations inconsistent with these guidelines are repealed or modified.
Effectivity
- The guidelines take effect immediately upon promulgation.
