Legal basis and related amendments
- RA No. 11200 amends Section 28 of Republic Act No. 6975 (the “Department of the Interior and Local Government Act of 1990”) to establish the PNP rank classification (Section 1).
- Section 28 is amended for purposes of clarity of command and responsibility and effective and efficient administration, supervision, and control (Section 1).
- RA No. 11200 references Republic Act No. 8551 as the prior law that amended RA No. 6975 (Section 2).
- Section 2 provides that remaining provisions of RA No. 6975, as amended by RA No. 8551, that reference rank classification, and all inconsistent laws, executive orders, rules, and regulations are deemed modified or repealed accordingly (Section 2).

Rules for implementation and transitory mandate
- Within 30 days from the effectivity of RA No. 11200, the Chief of the Philippine National Police must issue the necessary rules and regulations to implement the Act (Section 3).
- The implementation rules must support effective implementation of the rank classification established under Section 28 as amended (Section 3).
Effect of inconsistency and repeal/modification
- Section 2 provides that the remaining provisions of RA No. 6975, as amended by RA No. 8551, that refer to PNP rank classification are deemed modified or repealed accordingly to align with the amended Section 28 (Section 2).
- Section 2 also deems all inconsistent laws, executive orders, rules, and regulations to be modified or repealed accordingly (Section 2).
