Legal Authority and Enactment

Amendment to Funding Provision (Section 4, R.A. 3870)
- Amended paragraph one of Section 4 of Republic Act No. 3870, as amended, known as the U.P. Law Center Charter.
- Imposes additional fees to support the U.P. Law Center and Law Complex:
- 1% additional fee on filing fees in appellate courts, minimum of Twenty Pesos.
- 1% additional fee on filing fees in other courts (including administrative, special courts, and tribunals with quasi-judicial functions), minimum of Ten Pesos.
- Fees collected by clerks of court or equivalent officials for each action or special proceeding filed.
- Defines "special proceeding" broadly to include petitions, applications, documents seeking official actions for establishing rights, privileges, or facts, or commanding duties.
- Collected fees are receipted as part of the "Legal Research Fund."
- Fund is immediately remitted to the University of the Philippines, deposited in a separate account under the National Treasurer as ex-officio treasurer of the U.P.
Scope of Fee Collection
- Applies to all courts including appellate, lower, administrative, special courts, and quasi-judicial tribunals.
- Also encompasses all filings that correspond to court fees prescribed by Rules of Court or relevant statutes/regulations.
Repeal of Inconsistent Laws
- All laws, presidential issuances, rules, or regulations inconsistent with this decree are repealed.
Effectivity Clause
- The decree takes effect immediately upon its signing.
