State Policy on Watershed Conservation
- The state prioritizes rehabilitation and conservation of watershed areas to ensure the protection of irrigation works and hydro-electric power plants.

Focus on Pantabangan and Magat Dam Watersheds
- Immediate protection, development, management, and rehabilitation of watershed areas of Pantabangan Dam (Nueva Ecija) and Magat Dam (Isabela) are mandated.
- The goal is to conserve and prolong the lifespan of these major infrastructures and support environmental and flood control programs.
Role of the National Irrigation Administration (NIA)
- NIA is designated as the implementing agency for the watershed projects related to the Pantabangan and Magat dams.
- NIA is technically equipped and ready to perform the specified watershed management functions.
Authority of the Ministry of Energy Through Government Agencies
- Ministry of Energy may exercise its watershed management functions through any government agency or instrumentality as provided by Sections 2 and 3 of Presidential Decree No. 1515.
Rules, Regulations, and Enforcement
- Ministry of Energy, in coordination with NIA, is tasked to promulgate and adopt rules governing the exercise of watershed management functions.
- These agencies shall prescribe penalties for violations in accordance with existing laws.
- All rules and penalties require the approval of the President of the Philippines.
Supremacy Over Conflicting Laws
- This Letter of Instructions shall prevail over any contrary provision of existing laws regarding jurisdiction and management of proclaimed watershed areas.
Immediate Effectivity
- The provisions of this Letter of Instructions are effective immediately upon issuance on April 16, 1979.
