Executive Order No. 170 in the Philippines establishes the rights and responsibilities of students in post-secondary academic institutions, including admission requirements, due process, and the right to organize and participate in campus activities.

Student Rights in Enrollment

  • Right to due process in disciplinary actions including written notice, hearing, and defense
  • Right to participate in policy proposal and discussion
  • Right to establish and govern a free student government with legislative and adjudicative powers within constitutional limits
  • Right to influence and participate in the management of student activity funds
  • Right to organize student groups on campus subject to filing and recognition requirements and revocation grounds
  • Right to use campus facilities for authorized student organization activities under coordinated regulations
  • Right to use the institution’s name on campus organizations following prescribed rules for off-campus activities
  • Right to host lecturers or speakers recommended by recognized student bodies
  • Right to publish student-controlled publications free from censorship, with funding from student fees
  • Right to engage in free academic research and dissemination subject to existing laws
  • Right to competent instruction, adequate welfare services, and curricular facilities
  • Right to exercise citizen rights off-campus without affecting institutional standing if not representing the institution

Student Responsibilities

  • Comply with school policies on duties, activities, and discipline
  • Uphold academic integrity
  • Pursue knowledge and societal duties diligently
  • Use established channels for rights exercise and grievance redress
  • Fulfill duties assigned by legally constituted student bodies voluntarily affiliated with
  • Support legitimate democratic student government projects and activities
  • Defend recognized student organizations in alignment with their constitution and rules
  • Abide by instructions when acting as official school representatives
  • Conduct oneself with dignity when using college or organization name without official representation
  • Follow laws, school rules, and journalistic ethics in publications
  • Protect expression of diverse views respecting academic traditions
  • Respect rights of fellow students, faculty, and administration

Recognition of Student Organizations

  • Only officially recognized student organizations are entitled to campus facilities and financial support

Limitations on Use of Institutional Name and Resources

  • Recognition may restrict off-campus use of the institution’s name and resource deployment
  • No disciplinary action shall be taken for lawful off-campus activities of students or organizations exercising citizenship rights, provided they do not represent the institution without consent

Rule-Making Authority

  • Secretary of Education mandated to issue rules, regulations, and sanctions to implement and enforce the Order

Effectivity

  • The Order takes effect immediately upon promulgation
