- The government commits to adapting and promoting modern ICT technology for national benefit.
- It encourages improvement of the country’s ICT infrastructure and ICT-enabled services.
- Migration to IPv6 is promoted to mitigate the threat posed by IPv4 address exhaustion.
Specific Policies
- All government online services must be IPv6-compliant and interoperable with IPv4 within two years.
- Procurement of IPv4-only equipment and software by government agencies is prohibited starting two years after the order's effectivity.
- Government agencies must include an IPv6 migration plan in their Information Systems Strategic Plans (ISSP).
- Internet Service Providers (ISPs) should be capable of providing IPv6 addresses and services within two years.
- IPv6 and IPv4 interoperability is encouraged.
- Cooperation between government and private sector to promote IPv6 adoption is mandated.
- Capacity-building programs and public awareness initiatives addressing technical and operational aspects of IPv6 are to be instituted and enhanced.
Definitions
- ICT: Electronic means to collect, store, process, and present information, including computer systems, networks, telephony, satellite, internet, fax machines, and consumer electronics.
- Internet Protocol: A standard protocol for data transmission over the internet requiring unique IP addresses.
- IPv4: The initial widely deployed internet protocol using 32-bit addresses, allowing approximately 4.29 billion unique addresses.
- IPv6: The next-generation protocol using 128-bit addresses, offering an extremely large address pool (about 3.4 x 10^38 addresses).
- IPv4-only: Equipment capable of supporting only IPv4 communications.
- IPv6-compliant: Systems capable of processing IPv6 packets.
- Interoperability: Ability of different systems and products to work together and exchange services.
Establishment of the Inter-Agency Task Force (IATF) on IPv6
- The IATF on IPv6 is created to ensure order implementation.
- Composition includes CICT Chairman as Head, high-level officials from DOST, DTI, DND, DBM, NTC, and private sector representatives.
- CICT serves as the secretariat.
- An Inter-Agency Technical Working Group (IATWG) composed of government and private sector representatives will be created.
- The Task Force must organize and hold its first meeting within 60 days from promulgation.
- The Task Force will dissolve once full compliance by government agencies and ISPs is reported.
Functions of the Inter-Agency Task Force (IATF)
- Formulate a roadmap for IPv6 deployment.
- Initiate and manage data collection on IPv6.
- Develop benchmarks and metrics to measure IPv6 usage and benefits.
- Provide periodic reports on Task Force activities to the President via CICT.
- Promote human capacity-building, including training and awareness programs on IPv6.
- Develop a database tracking IPv6 compliance.
- Recommend new policies as required.
- Perform additional tasks assigned by the Office of the President.
Funding
- Agency-level appropriations for IPv6 migration shall be included in their respective budgets.
Implementing Rules and Regulations (IRR)
- CICT shall issue the IRR within 90 days of the Order’s approval to guide implementation.
Repealing Clause
- All conflicting executive issuances, orders, rules, and regulations are repealed, amended, or modified accordingly.
Separability Clause
- Any provision declared invalid or unconstitutional does not affect the validity of other provisions.
Effectivity Clause
- The Order takes effect fifteen days after publication in a newspaper of general circulation.
