Prohibition on apprehension and penalties
- LTO Officers, Law Enforcers, Adjudicators, other Personnel, and Deputized Agents must NOT apprehend and/or penalize drivers or owners of motor vehicles with plate numbers ending in 1.
- The prohibition applies on the ground of lack of 2010 stickers and year tags.
- The exemption covers drivers or owners as long as they can present proof of a qualifying filing and completion status.
Coverage: plate numbers ending in 1
- The circular applies to motor vehicles whose plate numbers end in 1 (January renewal).
- The restriction is keyed to the vehicle’s plate ending, not to the driver’s identity or vehicle type.
When exemption applies (filing deadline)
- The exemption applies as long as the driver or owner can present documents showing that they have filed and completed their applications for renewal of registration.
- The renewal application documents must be duly received by LTO on or before January 31, 2010.
- The circular ties compliance to presentation of documents proving both filing and completion of renewal application and LTO receipt by the deadline.
Reason for the directive
- The circular recognizes that the delivery of stickers and year tags was delayed.
- The delay is treated as the basis for the directive against apprehension and penalization for the covered plate-ending group during the stated period.
Administrative consequences for non-compliance
- LTO employees found not complying with LTO Memorandum Circular No. ACL-2010-1267 must be proceeded against administratively.
- Non-complying deputized agents must have their deputations revoked or cancelled.
- Compliance is mandated as a directive to all covered personnel and agents.
