Restrictions on the Use of Bureau of Corrections (BUCOR) Properties and Facilities

  • No official or employee is allowed to use BUCOR properties, including real estate, buildings, equipment, vehicles, and tools, for industrial or agricultural purposes without proper authority.
  • Permitted activities within authorized residences include backyard gardening, cattle fattening, and raising swine and poultry.

Interim Compromise Agreement for Private Livestock Care

  • Personnel owning large animals such as cattle, carabaos, goats, and horses may enter into a compromise agreement with BUCOR.
  • Under this agreement, the penal institution will take care of the animals with offspring shared equally on a 50/50 basis:
    • First offspring goes to BUCOR.
    • Second offspring goes to the owner, and the sequence repeats.
  • The owner can withdraw the breeder at any time.

Leadership and Compliance Responsibilities

  • Penal Institution Superintendents and chiefs of units and divisions in BUCOR prisons and penal farms must lead by example in adhering to these regulations.
  • Non-compliance will result in administrative or disciplinary action in accordance with Civil Service Rules and Anti-Graft Laws.

Reporting Requirements

  • Superintendents of BUCOR Penal Farms must submit reports on their Annual Targets.
  • Monthly accomplishment reports are also required and must be submitted to the BUCOR Head Office.

Immediate Enforcement

  • The memorandum mandates immediate and strict compliance with all the above provisions.
  • Effective date: February 1, 1994.
