Prohibited activities on Rizal Day
- Section 1 prohibits cockfighting on the thirtieth day of December of each year.
- Section 1 prohibits horse racing on the thirtieth day of December of each year.
- Section 1 prohibits jai-alai on the thirtieth day of December of each year.
- Section 1 states the prohibition applies “the existing laws and regulations to the contrary notwithstanding.”
Local Rizal Day committee requirement
- Section 2 requires the mayor of each municipality and chartered city to create a committee for the proper observance of Rizal Day each year.
- Section 2 provides that the mayor shall serve as the chairman of the committee.
- Section 2 empowers the committee to seek the assistance and cooperation of any department, bureau, office, agency or instrumentality of the Government, and local civic and educational institutions.
- Section 2 requires that Rizal Day ceremonies include raising the Philippine flag at half mast in all vessels and public buildings.
Penalties and liability for violations
- Section 3 imposes punishment for any violation of Republic Act No. 229 or for permitting or allowing its violation.
- Section 3 provides that the penalty for the violation is a fine of not exceeding PHP 200 or imprisonment not exceeding six months, or both, at the discretion of the court.
- Section 3 provides that if the violator is the mayor of a municipality or a chartered city, the mayor is subject to additional suspension from office for a period of one month.
- Section 3 provides that for partnerships, corporations or associations, criminal liability devolves upon the president, director, or any other official responsible for the violation.
