Prohibited betting on horse races
- Section 1 prohibits any person or group of persons—except a person, race-track, racing club, or any other entity duly licensed by the Games and Amusements Board to conduct a horse race—from offering, taking, or arranging bets on any horse.
- Section 1 also prohibits such unlicensed persons from maintaining or using a totalizator or other device, method or system to bet or gamble on any horse race.
- Section 2 prohibits any person, race-track, racing club, or any other entity duly licensed by the Games and Amusements Board to conduct a horse race from offering, taking, or arranging bets on any horse race or maintaining or using a totalizator or other device, method or system to bet or gamble on any horse race outside the place, enclosure, or track where the race is held.
Prohibited race-fixing on horse races
- Section 3 prohibits any person or group of persons from fixing a race for the purpose of insuring the winning of certain determined horse or horses.
Prohibited betting on Basque pelota (jai-alai)
- Section 4 prohibits any person or group of persons—except the operator or maintainer of a fronton with legislative franchise to conduct Basque pelota games (Jai-Alai)—from offering, taking, or arranging bets on any Basque pelota game or event.
- Section 4 also prohibits the same persons from maintaining or using a totalizator or other device, method or system to bet or gamble on any Basque pelota game or event.
- Section 5 prohibits the operator or maintainer of a fronton with legislative franchise to conduct Basque pelota games from offering, taking, or arranging bets on any Basque pelota game or event or maintaining or using any totalizator or other device, method or system to bet or gamble on any Basque pelota game or event outside the place, enclosure, or fronton where the Basque pelota game is held.
Prohibited fixing of Basque pelota games
- Section 6 prohibits any person or group of persons from fixing a Basque pelota game for the purpose of insuring the winning of certain determined pelotari or pelotaris.
Criminal penalties and corporate liability
- Section 7 provides that any violation of Republic Act No. 954 is punished by a fine of not more than PHP 2,000 or imprisonment for not more than 6 months, or both, at the discretion of the court.
- Section 7 provides that when the offender is a partnership, corporation, or association, criminal liability devolves upon its president, director, or any other official responsible for the violation.
