Required Manpower Complement
- At least one registered and licensed Agricultural Engineer must be employed in various public or private agricultural and fisheries machinery-related entities.
- Entities include machinery service centers operated by registered cooperatives or businesses registered with SEC/DTI in designated agricultural zones.
- Services provided by these entities cover after-sales, custom mechanization services, repair, troubleshooting, and training.
- Sales and distribution outlets for agri-fishery machinery and equipment also require a licensed Agricultural Engineer.
- Machinery and equipment pools, service centers, and processing centers operated by a variety of organizations including cooperatives, government agencies, academic institutions, and private entities.
- Manufacturing/assembling establishments registered with SEC/DTI, including foreign joint ventures.
- The employment may be full-time or part-time depending on service needs.
Professional Services to be Rendered
- Preparation and evaluation of project feasibility studies and technical specifications for machinery pools and service centers.
- Management and supervision of operation and maintenance of machinery pools and service centers.
- Training and supervision of technicians and operators.
- Management and supervision of sales, distribution, and manufacturing/assembling establishments, including design preparation.
- Research and development aimed at improving operation, management, and manufacturing processes.
Qualification Requirements
- Agricultural Engineers engaged in these roles must hold a valid, updated license from the Professional Regulation Commission.
Compensation Guidelines
- Compensation for licensed Agricultural Engineers must conform with the Salary Standardization Law, applicable provisions of the Labor Code, and prevailing professional fee rates.
Compliance Monitoring
- The Board and the Commission are tasked with conducting monitoring and ocular inspections to enforce compliance with these guidelines and standards in relevant entities.
Sanctions and Penalties for Non-Compliance
- Violations of the guidelines incur administrative and criminal sanctions as provided under Sections 31 and 32 of Republic Act No. 10601 and Section 32 of Republic Act No. 8559.
- This enforcement mechanism ensures adherence to manpower complement requirements and professional standards.
Publication and Enforcement
- The resolution shall be published in the Official Gazette or a newspaper of general circulation for public information and compliance enforcement.
