Proclamation of Camp Castaneda as PNP Reservation

The President issues Proclamation No. 1536 by virtue of the power vested by law.
The proclamation relies on the fact that the Government of the Republic of the Philippines is the registered owner of the land parcels constituting Camp Castañeda.
The proclamation ties the reservation to the historical shift from AFP’s PC/INP training use to PNP functions after R.A. 6975.
R.A. 6975 (the “Department of Interior and Local Government Act of 1990”) is cited for abolishing the PC/INP as a major service of the AFP and establishing the PNP as a civilian agency under the administrative control and operational supervision of the National Police Commission.
The proclamation declares the need for training facilities and off-base and on-base housing to uplift the welfare of PNP and other covered personnel.

The proclamation covers three parcels of land at Camp Castañeda, located at the Municipality of Silang, Province of Cavite, with a total land area of fifty-nine (59) hectares, more or less.
The proclamation reserves the covered land as a PNP Reservation and further reserves certain portions for off-base and on-base housing.
The reservation purposes include PNP training facilities to promote the professional growth of PNP members.
The housing portions are reserved for PNP, BJMP, BFP, and AFP personnel and their dependents.
The covered housing administration and oversight are placed under the administration of the Chief, PNP.

PNP RESERVATION (TCT No. T-4386) is a parcel of land described as “Lot 4-A of the subdivision plan PSD-63176” (being a portion of Lot 4 of plan Psu-65830, L.R.C. Record No. N-9019), situated in the Barrio of Lumil, Municipality of Silang, Province of Cavite, with an area stated as FIVE HUNDRED THOUSAND (500,000) SQUARE METERS.
TCT No. 33540 is included as part of the PNP Reservation, described as “Lot 2 of the consolidation-subdivision plan Pcs-04-002447”, situated in the Barrio of Lumil, Municipality of Silang, Province of Cavite, with an area stated as EIGHTY SEVEN THOUSAND SIX HUNDRED SIXTY EIGHT (87,668) SQUARE METERS.
OFF-BASE HOUSING RESERVATION (TCT No. 33539) is a parcel described as “Lot 1 of the consolidation-subdivision plan Pcs-04-002447”, situated in the Barrio of Lumil, Municipality of Silang, Province of Cavite, with an area stated as EIGHT THOUSANG FIVE HUNDRED EIGHT (8,508) SQUARE METERS.
The proclamation provides specific metes-and-bounds boundaries for each parcel, including bearings and line references, to identify the property for reservation and administration.
The proclamation expressly links the housing reservation to PNP, BJMP, BFP, and AFP personnel and dependents.

Section 2 vests the beneficial ownership of the areas specifically reserved for the sole use of the PNP in furtherance of its missions and functions to the PNP.
The beneficial ownership vests for uses and purposes consistent with promoting the best interest of the police organization and the welfare of its personnel.
Section 2 authorizes the Chief, PNP to enter into appropriate contractual arrangements with any agency of the government or the private sector to expedite development.
Contracting under Section 2 must be done in accordance with existing laws, rules and regulations.
Section 3 authorizes the Chief, PNP to prepare development plans for the on-base and off-base housing area.
Section 3 requires assistance and cooperation in housing planning from the Chief of Staff, AFP, the Director, BJMP, and the Director, BFP.
Section 3 makes the Chief, PNP the administrator of the on-base and off-base housing area.

Section 4 repeals, amends, and sets aside all proclamations, orders and issuances that are inconsistent with Proclamation No. 1536.
