Eligibility for Weekend and Holiday Processing
- Licensed manning agencies, accredited shipping companies, and concerned seafarers may avail of this facility.
- Requests must be submitted to the LAC at least three (3) hours before the seafarer's expected departure time.
Documentary Requirements for Processing
- Agencies and companies must provide the following documents:
- Letter Request for Processing
- Confirmed ticket and xeroxed copies
- Two copies of a one-page Seafarer's Employment Contract
- Valid Seaman's Service Record Book (SSRB)
- Valid Seaman's Registration Card (SRC)
- Seafarer's Information Sheet
- Seafarer's ID Sheet
- Undertaking containing several attestations including accreditation of foreign principal, vessel enrollment, salary scale approval, position availability, absence from watchlist, travel timing, urgent dispatch proof, presentation of issued tickets and receipts, and acknowledgement of penalties for misrepresentation.
Undertaking Details
- Includes:
- Confirmation that the foreign principal is accredited and the vessel enrolled.
- Assurance that the salary scale applied is duly approved.
- Declaration that the seafarer is not on any watchlist.
- Proof of urgent dispatch received late, making weekend/holiday processing necessary.
- Presentation of tickets and official receipts as proof.
- Agreement that misrepresentation will lead to license suspension after due process.
Fees and Payment
- A processing fee of Two Hundred Fifty Pesos (₱250.00) plus the corresponding welfare fund contributions must be paid immediately on the next working day following processing.
Coordination and Documentation Handling
- POEA copies of LAC-processed documents must be endorsed to the Employment Contract Processing Branch (ECPB).
- ECPB is responsible for:
- Updating job order balances.
- Monitoring payments of required fees.
- Endorsing processed contracts, info sheets, and Overseas Employment Certificates (OEC) to the Central Records Division.
- Submission must include a logsheet of processed seafarers and OECs issued, forwarded to the Philippine Tourism Authority.
- Original OECs must be claimed by concerned agencies/companies from ECPB for travel tax refund purposes.
Enforcement and Effectivity
- Any false declaration or misrepresentation may lead to suspension of licenses after investigation under POEA rules.
- The provisions take effect immediately as per the order dated July 13, 1992.
