Scope and Authority for Travel Authorization
- The responsibility to authorize foreign travel requests of government personnel is delegated to the heads of ministries and government-owned or controlled corporations.
- Exceptions requiring direct submission to the Office of the President include:
- Members of the Cabinet, Deputy Ministers, and heads of financial institutions.
- Justices of the Supreme Court and Intermediate Appellate Court.
- Members of Constitutional Commissions.
- Requests involving full powers (authorization to represent the government with broad powers).
Travel Expense Computation
- Travel expenses must be computed according to existing regulations under Executive Order No. 129, Series of 1968, as amended by Executive Order No. 421, Series of 1973.
Conditions on Government-Subscribed Travel Expenses
- Government-funded travels are restricted solely to those deemed very urgent and necessary.
Effective Date of the Executive Order
- The Order is effective immediately upon signing on March 12, 1986.
