Creation and Leadership

  • Establishment of the Presidential Management Task Force (PMTF).

Powers and Functions of the Task Force

  • Recommend appropriate corrective measures.
  • Authorized to conduct field inspections to verify project status.
  • Examine and secure financial records and pertinent documents directly from concerned entities.
  • Establish a reporting system requiring implementing agencies to submit periodic accomplishment reports.
  • Coordinate and facilitate inter-agency participation, including funding and logistical support.
  • Maintain direct liaison with consultative organizations involved in multi-lateral financing arrangements.
  • Submit regular fortnightly progress reports to the President detailing project completion, causes of delays, and recommended remedial actions including disciplinary measures if necessary.
  • Follow up on presidential directives issued to implementing agencies related to foreign-financed projects.
  • Perform other related duties as directed by the President.

Authority to Call on Government Agencies

  • Empowered to request assistance from any department, bureau, office, or agency of the government.
  • Authority extends to government-owned or controlled corporations.

Mandatory Cooperation from Government Entities

  • All government entities, including departments, bureaus, offices, agencies, and instrumentalities, must cooperate and assist the Task Force.
  • Cooperation aimed at the prompt and successful accomplishment of assigned duties.

Reporting Requirements and Accountability

  • Task Force to submit fortnightly reports to the President.
  • Reports to cover project progress, degree of completion, delays, remedial steps, and disciplinary actions.
