Historical Background and Collaborative Updating Efforts
- The 1979 Standards of Professional Practice (UAP Documents 201 through 208) were originally promulgated under the repealed architecture law (R.A. No. 545, as amended by R.A. No. 1581).
- In 2004, the Integrated and Accredited Professional Organization of Architects (IAPOA), with Board assistance, initiated efforts to update, amend, or repeal these 1979 standards.
- Over six years, the Board and IAPOA collaborated extensively through meetings, conferences, and consultations.
- These efforts culminated in the issuance of a new and updated Standards of Professional Practice annexed to the Resolution.
Adoption and Promulgation of New Standards
- After 31 years, there was an urgent need to formally prescribe the updated Standards of Professional Practice for architects.
- The Board exercised its powers to officially adopt the new standards as supplemental implementing rules and regulations (IRR) of R.A. No. 9266.
- The new standards form an integral part of the resolution as its annex (Annex A).
Architect Fees and Guidelines
- The determination of architect fees related to compliance with the Standards of Professional Practice will be detailed in a separate Architect's Guidelines for SPP Compliances.
- This guideline document is to be prepared by IAPOA with assistance from the Board.
- The Architect’s Guidelines will be an official issuance of IAPOA and must be observed by all its members.
Manual of Procedure for Compliance
- Following the guidelines, the IAPOA is tasked to draft a Manual of Procedure for Standards of Professional Practice compliance.
- This Manual of Procedure will also be an official IAPOA issuance and binder of compliance among members.
Effectivity of the Resolution
- The resolution shall take effect fifteen (15) days after its full and complete publication in the Official Gazette or any major daily newspaper of national circulation in the Philippines.
Signatories and Approval
- The resolution was adopted on July 27, 2010 by the Board members chaired by Armando N. Alli.
- It was attested by the Secretary of Professional Regulatory Boards and approved by the Commissioners of the Professional Regulation Commission.
Important Legal Concepts
- The resolution serves as supplemental IRR to R.A. No. 9266, clarifying standards of professional practice relevant to architects.
- It institutionalizes a cooperative approach between regulatory bodies and professional organizations for continuous updating and implementation.
- The resolution underscores the importance of governance and formal procedures in regulating professional architectural practice in the Philippines.
