Prohibition on Alcohol Consumption
- Alcoholic drinks are strictly prohibited within the center premises for all resident clients, staff members, and visitors alike.
Discharge Procedures for Resident Clients
- Resident clients who are not voluntarily admitted cannot be discharged unless they have been certified as rehabilitated by the competent staff of the center and the Dangerous Drugs Board.
Escapes or Abscondence by Voluntary Submission Cases
- Escape by voluntary submission clients triggers the application of specific provisions under Section 30 of Republic Act No. 6425, as amended.
- Upon a third escape by a voluntary client, the treatment center must notify the Dangerous Drugs Board within 24 hours.
- The Board will then initiate legal charges against the escapee for violations under Section 8, Article II or Section 16, Article III of Republic Act No. 6425, depending on the circumstances.
Procedures for Escapes by Compulsory Submission Cases
- If a client under compulsory submission escapes, the center is required to submit a written report to the proper court within 24 hours.
- A copy of this report must concurrently be furnished to the Dangerous Drugs Board.
Enforcement and Effectivity
- This regulation was adopted on April 25, 1980, and took effect immediately upon adoption.
- It is issued pursuant to specific provisions of Republic Act No. 6425 as amended, reinforcing its binding legal authority on residential treatment centers for drug dependents.
