- Newly discovered evidence that was not previously available.
- Fraud, accident, mistake, or excusable negligence affecting rights.
- Only one petition for reconsideration is allowed per party.
- Petitions filed beyond the 15-day period are generally not entertained unless exceptionally meritorious.
Fees and Procedural Rules
- A fee of 20 pesos is charged for every appeal or petition for review.
- Collected fees accrue to the National Government's general fund.
- The Rules of Court apply suppletorily whenever practicable and convenient.

- Department of Agriculture and Natural Resources (public land, forestry, fishponds, fishing licenses)
- Department of Finance (anti-dumping, expert permits, tax exemptions, smuggling)
- Department of Public Works and Communications (navigation obstruction, contract awards)
- Department of General Services (government property sales/leases, contract awards)
- Government-owned or controlled corporations (contract awards)
- Land Authority
- Games and Amusements Board (racing clubs, jai-alai)
- Also applies to other similar appeals not governed by special laws.
