Authority and directed coverage
- The National Telecommunications Commission (NTC) issues and implements the registration guidelines through this Circular.
- The Circular directs that all legitimate radio amateurs be allowed to register their illegally held radio transceivers/transmitters under the stated rules.
- The Circular is issued to address the continuing existence of unregistered amateur radio transceivers/transmitters despite previous NTC memorandums.
Policy purpose and intent
- The Circular establishes the need for continuous addressing of illegally held amateur radio transceivers/transmitters.
- The Circular recognizes willingness of PARA members to pay duties and taxes that the Bureau of Customs may impose before NTC registration.
Eligibility and registration right
- Registration is limited to holders of valid amateur radio operator certificate/license from NTC.
- Eligible registrants must show “proof of payment” on duties and taxes from the Bureau of Customs to be allowed to register.
- The Circular grants a registration pathway for illegally held/unregistered amateur radio transceivers/transmitters, subject to compliance with the guidelines.
Registration event, location, and time
- The Circular provides that registration shall be held during the 61st Anniversary celebration of PARA.
- The registration event schedule is 27 November 1993 (9:00AM to 4:00PM).
- Registration is conducted only at Don Bosco Technical College, Mandaluyong, Metro Manila.
Registration fees by equipment type
- NTC collects the following schedule of registration fees for each equipment category:
- HF/SSB transceivers/transmitters: PHP 1,500.00.
- VHF/UHF base/mobile transceivers (low power below 50 watts): PHP 1,000.00.
- VHF/UHF base/mobile transceivers (medium power 50–500 watts): PHP 1,500.00.
- VHF/UHF base/mobile transceivers (high power above 500 watts): PHP 2,500.00.
- VHF/UHF portable transceivers: PHP 750.00.
- VHF/UHF base/mobile dual band: PHP 2,000.00.
- VHF/UHF portable dual band: PHP 1,500.00.
- A Permit to Possess/per unit is set at PHP 45.00.
Post-registration application and permit/license
- After registration, the registrant must apply to NTC for the corresponding Permit/License.
- The application deadline is within thirty (30) days upon registration.
- The Circular requires that registration be followed by the permit/license application within the stated timeframe to align the equipment with the NTC permit system.
Accountability and compliance with radio regulations
- All registered radio transceivers/transmitters are placed under the accountability of the registrant.
- Any violations involving the use of registered equipment are dealt with in accordance with existing Radio Regulation.
