General Guidelines on Granting Honoraria

  • Authorized only for:
    • Teaching personnel in DepEd, CHED, TESDA, SUCs, and similar institutions working beyond regular hours or load
    • Lecturers, resource persons, coordinators, facilitators in training/seminars conducted by training institutions or entities for officials/employees
    • Chairs, members, personnel of collegial bodies (Commissions, Boards, Councils) compensated by honoraria, not salary or per diem

Specific Guidelines on Payment

  • Teaching Personnel: Paid honoraria per National Budget Memorandum No. 95, Item 17.5, Annex A
  • Coordinators and Facilitators:
    • Honoraria based on hourly training rate (HTR = Monthly Salary Rate / 176 hours)
    • 176 hours computed as 8 hours/day × 22 working days
  • Lecturers and Resource Persons:
    • Paid hourly rate equivalent to Professor VI position for actual lecture hours plus up to 10 hours preparation
  • Government personnel serving in own entity trainings are NOT entitled to honoraria under these provisions
  • Chairs of collegial bodies:
    • Paid 25% of monthly representation and transportation allowance (RATA) of chief operating officer per meeting
    • Maximum of 4 paid meetings per month
  • Members of collegial bodies:
    • Paid 25% of monthly RATA of second ranking official per meeting
    • Maximum of 4 paid meetings per month
  • Personnel of collegial bodies:
    • Paid equivalent hourly rate of position not exceeding 8 hours/day or 40 hours/week
  • No additional benefits allowed except those mandated by law
  • Existing higher honoraria to continue until appointment/contract ends

Limitations and Exemptions

  • Department Secretaries, Undersecretaries, Assistant Secretaries (ex officio collegial members) excluded from honoraria per Supreme Court ruling (G.R. No. 83896)
  • GOCCs/GFIs exempt from RA No. 6758 and LGUs are encouraged to adopt these provisions if practicable

Prohibition on Honoraria Payment

  • Heads of government entities prohibited from paying honoraria to personnel not covered by the Circular unless specifically provided by law

Funding Source

  • NGAs: Charged against the General Appropriations Act appropriations
  • GOCCs/GFIs: Charged against their respective corporate funds
  • LGUs: Charged against their respective local funds

Saving Clause

  • Uncovered cases to be submitted to the Secretary of Budget and Management for resolution

Repealing Provisions

  • National Compensation Circular No. 75 dated March 1, 1995 revoked
  • Circulars inconsistent with this Circular amended, repealed, or superseded

Effectivity

  • Effective fifteen (15) days after publication in the Official Gazette or newspaper of general circulation, whichever is earlier
