Recital of Bagong Pilipinas Hymn in Flag Ceremonies

Section 18 of Republic Act No. 8491 directs all government offices, including Local Government Units (LGUs), to hold a flag raising ceremony every Monday morning and a flag lowering ceremony every Friday afternoon.
Section 19 of Republic Act No. 8491 authorizes the Office of the President to issue rules and guidelines for the proper conduct of flag ceremonies.
Memorandum Circular No. 24 (s. 2023) launched Bagong Pilipinas as the Administration’s brand of governance and leadership.
Memorandum Circular No. 24 (s. 2023) directs national government agencies and instrumentalities, including GOCCs and SUCs, to be guided by Bagong Pilipinas principles.

The Circular orders the integration of the Bagong Pilipinas Hymn and Bagong Pilipinas Pledge to further instill Bagong Pilipinas principles among Filipinos.
The Circular ties the purpose to unified institutions of society and governance characterized as principled, accountable, and dependable.
The Circular frames Bagong Pilipinas as empowering Filipinos to support and participate in government efforts for deep and fundamental social and economic transformation in all sectors of society and government.

All national government agencies and instrumentalities are directed to integrate the Bagong Pilipinas Hymn and Bagong Pilipinas Pledge in weekly flag ceremonies, subject to existing laws, rules, and regulations.
Government-Owned or -Controlled Corporations (GOCCs) are included in the direction to integrate the recital.
State Universities and Colleges (SUCs) are included in the direction to integrate the recital.
LGUs are encouraged to integrate the recital of the Bagong Pilipinas Hymn and Bagong Pilipinas Pledge in weekly flag ceremonies, subject to existing laws, rules, and regulations.

The integration is required for the weekly flag ceremonies conducted under RA No. 8491.
The recital must include the Bagong Pilipinas Hymn during the conduct of the weekly flag ceremony.
The recital must include the Bagong Pilipinas Pledge during the conduct of the weekly flag ceremony.
The integration is to be undertaken subject to existing laws, rules and regulations.

Heads of all national government agencies and instrumentalities must ensure that the Bagong Pilipinas Hymn and Bagong Pilipinas Pledge, annexed to the Circular, are properly disseminated within their respective institutions and offices.
The Presidential Communications Office is directed to implement effective measures to communicate and disseminate the Bagong Pilipinas Hymn and Pledge to all government offices and the public.
