Lead implementing agency
- The Philippine National Police is directed to spearhead and expedite the processing of applications for the establishment of gun clubs throughout the country (Section 1).
- The Philippine National Police must issue the necessary rules and regulations to implement the order (Section 3).
Application for licenses by gun club members
- Every bonafide gun club member may apply for the issuance of licenses to possess shooting units, subject to applicable laws and rules and regulations the Philippine National Police may issue (Section 2).
- A bonafide gun club member must possess none of the disqualifications provided by law to qualify for application (Section 2).
- The order limits licensed possession of pistol side arms to up to, but not to exceed, .45 caliber (Section 2).
- The order permits licensed possession of side arms for semi-auto competition using .40 and .38 Super calibers (Section 2).
Limits on firearms units and ammunition
- The order limits simultaneous possession by a bonafide gun club member to no more than 15 units sidearms (Section 2).
- The order limits simultaneous possession of semi-auto competition rifles to no more than 6 units rifles (Section 2).
- The order permits semi-auto competition rifle calibers of 5.56 and 7.62 (Section 2).
- The order limits simultaneous ammunition possession for such firearms to 5,000 rounds of ammunition (Section 2).
Prohibited licensing of fully automatic models
- The order prohibits licensing fully automatic models for possession under its licensing scheme (Section 2).
Rules on implementation and revocation
- The Philippine National Police must issue implementing rules and regulations for the order (Section 3).
- All preceding circulars, letters-directive, and memoranda on the subject that are inconsistent with Executive Order No. 164 are revoked and modified accordingly (Section 4).
