Scope and Operational Mandate
- PPA-BPS is tasked with the provision and operation of cargo handling and porterage services specifically at the Port of Benoni.
- Empowered with necessary functions, powers, and duties to fulfill its operational objectives.
Operational Guidelines and Labor Provisions
- Must ensure continuous and uninterrupted delivery of vital cargo handling and porterage services with improved efficiency.
- Obliged to retain the existing labor force under the same terms and conditions as of the Order’s effectivity.
- Required to comply fully with applicable labor laws, rules, and regulations to safeguard workers' welfare.
Financial Management and Service Charges
- Authorized to collect fees for services rendered at existing rates and amounts, ensuring continuity in revenue.
- Expected to manage funds prudently to finance operational expenses as per systems prescribed by the Philippine Ports Authority (PPA).
Management and Supervisory Structure
- Management, supervision, and control vested in the Port Manager of PMO Cagayan de Oro.
- Additional oversight and support may be provided by other PPA officials and employees as designated by the General Manager.
Duration, Effectivity, and Transition Plan
- The Order takes effect immediately and remains valid for ninety (90) days unless revoked, shortened, or extended based on need.
- Upon discontinuation of the special takeover, cargo handling services will be transferred to the winning bidder from the concluded public bidding.
- Turnover subject to approval by higher authorities, ensuring proper administrative transition.
