Qualifications, Compensation, and Staffing of the Vice-Mayor

  • Entitled to a secretary and at least twenty appointed personnel.
  • Provided a commutable housing allowance of not less than 6,000 pesos per annum.

General Duties and Powers of the Mayor

  • Enforces laws and ordinances within the city jurisdiction.
  • Protects all city property except those belonging to the Municipal Board.
  • Ensures collection and proper appropriation of taxes and revenues.
  • Initiates judicial procedures to protect city property and defends lawsuits against the city.
  • Oversees execution officers and employees, with authority to transfer personnel (excluding the Board and Vice-Mayor's office) with Presidential Office approval.
  • Conducts annual and as-needed inspection of city officers' books and records.
  • Advises and recommends measures to the Municipal Board.
  • May attend and participate in Board sessions without voting rights.
  • Represents the city in business matters and signs official documents.
  • Submits an annual city budget (excluding the Board) by April 15.
  • Addresses petitions, complaints, and claims of residents concerning municipal administrative and executive matters.
  • Grants, refuses, or revokes municipal licenses or permits based on legal compliance and general interest.
  • Determines salary payment time, manner, and place for city employees (excluding the Board).
  • Can excuse poor pupils from school fees with concurrence of the Director of Public Schools.
  • Takes necessary emergency measures during public calamities.
  • Performs other duties and exercises powers as per law or ordinance.
  • Appoints city officers and employees (except those appointed by the President, the Board, or Vice-Mayor's office) with the Board's majority consent; unacted appointments within 30 days are deemed approved.

Effective Date
