- Performance Bond surety callable on demand, covering 100% of restoration costs.
- Non-refundable Supervision Fee based on restoration cost:
- Below P50,000: 3% of restoration cost.
- P50,000 and above: 1.5% of restoration cost.
Processing and Inspection
- Complete applications lead to scheduling of a joint field inspection with DPWH representatives and contractor.
- Inspection verifies the extent and precise location of excavation work.
Restoration Requirements
- Temporary paving with bituminous concrete is required immediately after excavation.
- Final restoration begins only after utility is operational and passes necessary tests (e.g., hydro testing for pipes).
- Restoration work is supervised by DPWH representatives.
Coordination with Tree Planting Guidelines
- Excavations must avoid conflicts with tree planting initiatives along national roads.
Road Improvements Affecting Utilities
- Utilities affected by road expansion must be relocated or removed at the utility agency's expense.
- DPWH waives fees related to relocation/removal.
Authority and Monitoring
- Excavation permit requests handled by District Engineering Office and recommended to Regional Director for approval.
- Restoration works monitored during a one-year warranty period.
- Warranty bond of 10% of actual restoration cost held for one year after completion certificate issuance.
Work Schedule and Conditions
- Excavations and restoration in highly urbanized or traffic congested areas should be conducted in two shifts (day and night) if practicable.
Compliance with DPWH Typical Roadway Sections
- Excavations allowed only in locations specified by DPWH Typical Roadway Sections corresponding to various road right-of-way widths.
- Deviations require detailed plans and approval from the Regional Director.
Enforcement and Penalties
- DPWH notifies applicants of any permit violations.
- Reasonable time is given to rectify violations.
- Failure to comply may result in permit revocation or cancellation.
Transitional and Final Provisions
- This order supersedes all previous guidelines on digging/excavations.
- Immediate effect and will remain enforced until amended or revoked by future issuances.
