PNP Support to AFP in Security Ops

Executive Order No. 110 is issued by the President pursuant to lawful powers vested by law, as reflected in the WHEREAS clauses.
Executive Order No. 110 is grounded on Republic Act No. 8551, particularly Section 3, amending Section 12 of Republic Act No. 6975, which relieved the DILG of primary responsibility on suppression of insurgency and other serious threats to national security.
Republic Act No. 8551 further requires that the PNP shall support the AFP on suppression of insurgency through information gathering and ordinary police functions, except when the President calls on the PNP to support the AFP in combat operations.

Section 1 directs the PNP to support the AFP in internal security operations (ISO) for the suppression of insurgency and other serious threats to national security.
For this purpose, Section 1 authorizes the PNP to make appropriate adjustments in its organization.
Section 1 requires that organizational adjustments by the PNP are subject to approval of the National Police Commission.
The directive under Section 1 is framed for continuous support to protect the people from terroristic activities and to preserve public order and safety.

Section 2 establishes a joint AFP–PNP system.
Section 2 provides a mechanism, structure, and procedures for integrated assessment of the security situation.
Section 2 provides procedures for integrated planning, coordinating, implementation, and monitoring of measures to enhance internal security of the state and its institutions.
Section 2 makes the integrated approach the operational basis for ISO coordination between the AFP and PNP.

Section 3 requires the Department of National Defense and the Department of the Interior and Local Government to jointly promulgate rules and regulations.
Section 3 mandates joint rulemaking for the effective implementation of Executive Order No. 110.
The rules and regulations are designed to operationalize the PNP–AFP support structure and the joint internal security system under Sections 1 and 2.

Section 4 directs that initial funding requirements of the PNP for Executive Order No. 110 are jointly determined and recommended by the PNP and the AFP.
Section 4 requires approval by the President for the initial funding amount.
Section 4 provides that the initial amount shall be drawn from the Contingent Fund and from other available funds in the CY 1998 and 1999 General Appropriations Act.
Section 4 requires that for succeeding years, the amount required shall be incorporated in the budget of PNP and the annual General Appropriations Act.

Section 5 states that Executive Order No. 110 takes effect immediately.
