Legal basis, related statutes, and intent
- Executive Order No. 110 is issued by the President pursuant to lawful powers vested by law, as reflected in the WHEREAS clauses.
- Executive Order No. 110 is grounded on Republic Act No. 8551, particularly Section 3, amending Section 12 of Republic Act No. 6975, which relieved the DILG of primary responsibility on suppression of insurgency and other serious threats to national security.
- Republic Act No. 8551 further requires that the PNP shall support the AFP on suppression of insurgency through information gathering and ordinary police functions, except when the President calls on the PNP to support the AFP in combat operations.
Policy direction on PNP support to AFP
- Section 1 directs the PNP to support the AFP in internal security operations (ISO) for the suppression of insurgency and other serious threats to national security.
- For this purpose, Section 1 authorizes the PNP to make appropriate adjustments in its organization.
- Section 1 requires that organizational adjustments by the PNP are subject to approval of the National Police Commission.
- The directive under Section 1 is framed for continuous support to protect the people from terroristic activities and to preserve public order and safety.
Joint AFP–PNP internal security system
