- Collected funds are remitted to the PNP Finance Service and deposited in a Trust Liability Account with authorized government banks.
- Proper accounting practices are mandatory, including the use of official receipts and management audits.
Accounting and Use of Funds
- Collections from system access are treated as trust receipts.
- Funds are allocated exclusively for repair and maintenance of the MTRS.
- A Program of Expenditures must be prepared and approved by the DILG.
- Disbursements require duly approved vouchers.
Responsibilities of PNP Units
- The PNP COMMEL Service oversees billing, collection supervision, and accounting of funds.
- The PNP Finance Service manages collections and maintains separate accounting for MTRS-related funds.
Confidentiality of Information
- Data classified as confidential by the Secretary of DILG or authorized representatives must be protected and not disclosed without written permission.

Security, Administrative Control, and Monitoring
- For system security and administrative control, radio units must be capable of monitoring via the PNP System Watch, using designated Identification Numbers and Talk Group IDs.
- Units that cannot be regulated or monitored due to technical limitations or concealment are excluded.
- All radio call signs are assigned by PNP Centracom and linked to specific radio units.
Disabling Unauthorized Access and Use
- Units accessing the system without proper authority or using unregistered call signs will be immediately disabled.
- The PNP may disable radios violating laws or causing system impairment without prior notice.
- Group users bear joint responsibility for actions of authorized radio users.
Requirements for Access
- Agencies must submit an official request to the DILG Secretary, including:
- Intent to use the system.
- Compliance with all requirements.
- Certification that units are for official use only.
- Agreement to abide by this Circular and pertinent laws.

- Technical evaluation and approval by authorized PNPCES official.
- Certificate of ownership detailing model and serial numbers.
- Official receipts of the radio units.

- The PNP may request further documents to verify legitimacy.
Memorandum of Agreement (MOA)
- A MOA between the PNP and the requesting agency is mandatory before access is granted.
- Any violation of provisions results in denial or revocation of access.
Amendment and Effectivity
- This Circular supersedes any conflicting Department Circulars, Memoranda, Orders, or other issuances.
- The Circular takes effect 15 days after registration with the University of the Philippines Law Center.
