Formation and Composition of Inventory Teams (IT)

  • Creation of an Inventory Team for each operating sugar mill/refinery
  • For sugar mills, IT composition:
    • Authorized representative of the mill company
    • Authorized representative(s) of planters’ associations, cooperatives, or federations
    • SRA authorized representative acting as team leader
  • SRA representative’s responsibility:
    • Ensure proper representation of all parties throughout the inventory process

Prohibition of Withdrawals During Inventory

  • Absolute ban on withdrawal of raw and/or refined sugar and molasses from warehouses and molasses tanks
  • Ban effective for the entire duration of the physical sugar/molasses stock inventory
  • Inventory must be conducted simultaneously across all mills/refineries

Submission and Certification of Inventory Results

  • Physical stock inventory results and quedan/molasses certificate inventory to be recorded using designated SRA forms
  • Certification of the accomplished forms by the concerned mill/refinery companies
  • Submission responsibility assigned to SRA Regulation Officers at each mill/refinery
  • Deadline for submission: Within ten (10) calendar days from the inventory start date
  • Submission directed to the Production Control and Regulation Office (PCRO), SRA, located in Quezon City

Enforcement and Compliance

  • Strict compliance by all involved parties is mandated
  • Non-compliance is discouraged and implicitly subject to regulatory scrutiny
