- Cultural and athletic activities may continue as authorized by annual appropriation acts, presidential issuances, and other applicable rules.
- Activity schedules may be adjusted based on operational needs to prevent disruption of government functions.
Program Objectives and Administrative Responsibility
- Aim is to promote long-term health through exercise and related physical fitness activities.
- HRD/HRM or Personnel Offices are primarily responsible for organizing and facilitating these activities.
Examples of Authorized Activities
- Physical fitness exercises including warm-up, stretching, and conditioning accompanied by calisthenics/aerobic music.
- Short distance jogging within office premises, with optional lectures from resource experts.
- Group games, obstacle races for social and physical engagement.
- Mass jazz dancing aimed at mental and physical relaxation.
- Cardio-Pulmonary Resuscitation (CPR) demonstrations for emergency preparedness.
- Lectures and demonstrations on fitness topics such as diet, injury management, sports biomechanics.
- Sessions on mind-relaxation, soul-searching, and spiritual upliftment.
- Livelihood project lectures to enhance skills outside of physical fitness.
- Film showings of Filipino athlete achievements to foster nationalism and pride.
- Screening of wholesome and value-oriented movies to encourage positive conditioning of the mind.

- Instructional materials for exercises and related activities can be obtained from government agencies.
Legal Authority and Adoption
- Issued as a memorandum circular by the Civil Service Commission as the central personnel agency.
- Officially adopted on September 30, 1992, by CSC Chairman Patricia A. Sto. Tomas.
