  • Facilities cater to a wide array of Olympic and non-Olympic sports—from aquatics to wushu.
  • Inclusion of other sports recognized by accredited national sports associations subject to PSC's discretion.

Administration, Management, Operation, and Maintenance

  • The Philippine Sports Commission (PSC) holds authority to administer, manage, operate, and maintain the PSTC.
  • PSC manages incidental income, security, personnel assignment, and hiring.
  • Employment of highly skilled professional managers with experience in sports administration is mandated.

Ownership

  • Full ownership of the PSTC and its facilities is vested in the PSC.

Reporting to Congress

  • PSC Chairman must submit quarterly reports to House and Senate committees on Youth and Sports Development during the construction period.

Deputy Executive Director

  • Appointment of a Deputy Executive Director by the PSC Chairman to supervise daily operations.
  • Requirements: Filipino citizen, good moral character, college degree, and at least five years in sports administration.
  • Additional personnel may be appointed to assist as necessary.

Assistance from Government Entities

  • PSC may request assistance from other government agencies for property acquisition, development, management, maintenance, and program implementation.

Funding

  • Appropriation of Three Billion Five Hundred Million Pesos (P3.5 billion) for establishment and construction included in the General Appropriations Act (GAA).

Implementing Rules and Regulations

  • Failure to promulgate rules shall not prevent law's implementation.

Separability Clause

  • If any provision is declared unconstitutional, remaining provisions remain effective.

Repealing Clause

  • All laws and regulations inconsistent with this Act are repealed, amended, or modified accordingly.

Effectivity

  • The Act takes effect 15 days after its publication in the Official Gazette or newspaper of general circulation.
