Establishment of Philippine-Spanish Friendship Day
- Declares June 30 of each year as Philippine-Spanish Friendship Day.
- Purpose: To commemorate cultural and historical ties, friendship, and cooperation between the Philippines and Spain.
- Defines the holiday status: national special working holiday nationwide, and a special non-working holiday specifically in Aurora Province.
Implementation Responsibilities
- Charges the National Historical Institute (NHI) with the implementation of the Act.
- Directs the NHI to formulate and issue implementing rules and regulations to ensure the proper execution of the law.
Creation of Inter-agency Committee
- Establishes an Inter-agency Committee to organize activities for Philippine-Spanish Friendship Day commemorations.
- Composition:
- Chairman: Secretary of Foreign Affairs
- Co-Vice Chairmen: Executive Director of NHI and Mayor of Baler, Aurora
- Members: Undersecretary of the Department of Education, Undersecretary of the Department of Tourism, one representative each from the National Commission for Culture and the Arts and the University of the Philippines History Department.
- Ex officio members: Philippine Ambassador to Spain and Spanish Ambassador to the Philippines.
Appropriations and Funding
- Allocates an annual budget of Php15,000,000 for the celebration of Philippine-Spanish Friendship Day.
- Thirty percent (30%) of the budget is specifically earmarked for research and development.
- Funding to be included in the General Appropriations Act of the year following the enactment and in subsequent years thereafter.
Separability Clause
- Provides that if any provision of the Act is declared unconstitutional or invalid, the remaining provisions shall continue to be valid and effective.
Repealing Clause
- Repeals or modifies all laws, presidential decrees, executive orders, rules and regulations inconsistent with the provisions of this Act.
Effectivity
- The law takes effect fifteen (15) days after its publication in the Official Gazette or in two newspapers of general circulation.
