Creation and Roles of PEENRA Units
- PEENRA Units shall be created within the organizational structures of the NSCB and DENR.
- A designated unit at NEDA will oversee coordination and augment existing personnel for ENRA activities.
- NSCB's PEENRA Unit responsibilities include compiling environmental accounts, improving environmental-economic statistical methods, maintaining data repositories, providing technical support, and acting as secretariat to the Steering Committee.
- NEDA's designated unit will handle consultations, research coordination, and integration of environmental considerations in planning and policy development.
- DENR's PEENRA Unit focuses on compiling sectoral resource accounts, supporting policy-related studies, integrating environmental considerations into projects, and strengthening environmental data.
- Coordination among the PEENRA Units is essential for consistency and effectiveness.
- Other government agencies may establish their own PEENRA units as needed.
Data Support and Responsibility
- NSCB is tasked to designate the environment and economic statistics required for the system.
- NSCB will also identify which agencies or bureaus are responsible for generating these data.
Creation and Composition of the PEENRA Steering Committee (PEENRA-SC)
- A PEENRA Steering Committee is established, initially including NSCB, DENR, NEDA, NSO, DTI, and DA.
- Its role is to direct coordinated functioning of PEENRA Units.
- The Committee may create inter-agency committees and task forces to support data and technical needs.
- Member agencies are represented at the Undersecretary level.
- The Committee includes non-government representatives from academe, NGOs/POs, business, and labor sectors.
- The Chairman of the PCSD, who is also the Secretary of Socio-Economic Planning and Director-General of NEDA, chairs the PEENRA-SC.
Funding Provisions
- Initial funding comes from savings of participating agencies and other identified sources, subject to Presidential approval.
- Future funding will be incorporated into the annual General Appropriations Bill during budget preparations of each agency.
Implementation and Effectivity
- The PEENRA-SC is directed to prepare and adopt implementing guidelines for the Executive Order.
- The Order takes effect immediately upon signing.
