Creation of the Design Advisory Council (DAC)
- Public-private partnership advising the Design Center
- Supports formulation and implementation of policies to enhance Philippine design competitiveness and innovation
Powers and Functions of the Design Advisory Council
- Provide policy advice representing both public and private sectors
- Advocate for integration of design in government policies
- Review and promote design-related policies
- Act as liaison among design professionals, educators, and government
- Guide design education and standardization of curricula
Composition of the Design Advisory Council
- Fifteen members including representatives from DTI, CITEM, IPO, NCCA, DOT, DepED, CHED, and DOST
- Six additional members from design sector associations, academia, and private sector
- Executive Director of the Design Center as ex officio member
- Co-chaired by Secretary of DTI and a private sector representative
- Quorum requires eight members; majority for decisions
- Members receive per diems; meetings held up to twice monthly
Role of the Executive Director of the Design Center
- Implement policies approved by the DAC
- Administer programs and initiatives
- Submit quarterly accomplishment reports to the DAC
- DAC submits annual report to the President
The National Design Policy (NDP)
- Strategy to use design as catalyst for sustainable economic growth and global competitiveness
- Goals include:
- Elevate Philippine design standards globally
- Enhance product competitiveness addressing social, economic, and environmental sustainability

Appropriations
- Initial funding charged against the PDDCP’s current appropriations
- Subsequent funding included in the General Appropriations Act annually
Implementing Rules and Regulations
- The DTI to issue implementing rules within 60 days from effectivity
Repealing and Separability Clauses
- Amends EO No. 133, s. 1987
- Repeals or modifies inconsistent laws or regulations
- Declares provisions separable; unaffected provisions remain valid if any is declared unconstitutional
Effectivity
- Effective 15 days after publication in the Official Gazette or two national newspapers
