Initial Penalty for Cheating and Related Offenses
- According to CSC Memorandum Circular No. 01, s. 1991, any person found guilty of cheating, collusion, or other anomalous acts in taking a civil service examination shall be barred from taking any civil service examination for a period of three (3) years.
Perpetual Disqualification as Accessory Penalty upon Dismissal
- Conforming with CSC Memorandum Circular No. 30, s. 1989, the Civil Service Commission, as the government’s central personnel agency, mandates strict safeguards for examination integrity.
- Persons who, after due notice and hearing, are found guilty of these acts and subsequently dismissed from service shall face perpetual disqualification from taking any civil service examination as an accessory penalty.
Modification of Previous Memorandum Circulars
- The provisions of CSC Memorandum Circular Nos. 8, s. 1990 and 01, s. 1991 are amended to incorporate the perpetual disqualification accessory penalty.
Effectivity of the Circular
- This Memorandum Circular takes effect thirty (30) days after its publication in a newspaper of general circulation.

- The Circular is issued and adopted by Patricia A. Sto. Tomas, Chairperson of the Civil Service Commission, on April 24, 1991.
