Prohibited Acts and Penalties
- Prohibits littering or disposal of garbage, filth, or waste in public places such as roads, canals, esteros, parks.
- Penalties for violations include imprisonment from 5 days to 1 year, or a fine ranging from P100 to P2,000, or both.
- Courts have discretion to impose fine, imprisonment, or both.
- Higher penalties under other laws or decrees remain applicable.
- For corporations or corporate entities, the maximum penalty is imposed on the president, manager, director, or person responsible.
Responsibilities of Idle Lot Owners in Greater Manila
- Owners must maintain cleanliness of idle lots to prevent them from becoming breeding grounds for mosquitoes, flies, rodents, and other pests.
- If owners fail or are unable to maintain cleanliness, government will clean the lot at the owner's expense.
- Government may utilize the cleaned land for food production programs through the Barangay Council.
Supervision and Enforcement
- The Secretary of Public Works, Transportation and Communications is tasked with supervision of implementation.
- Support is provided by health officials and local government units concerned.
Legal Modifications
- Any existing laws, decrees, orders, or regulations inconsistent with this decree are amended or modified accordingly.
Effectivity
- The decree takes effect immediately upon promulgation on November 7, 1975.
