  • The Memorandum Circular takes effect immediately upon its publication in a newspaper of general circulation.
  • Compliance also requires the filing of three (3) copies of the circular with the University of the Philippines Law Center as mandated by Presidential Memorandum Circular No. 11, dated October 9, 1992.
  • This procedure ensures transparency and official record-keeping.
