Responsibility for Construction and Operation
- The Secretary of Health is tasked to determine the method of construction for the hospital.
- The hospital must be made operational immediately following its establishment.
Funding and Appropriations
- Initial funding for the establishment of the hospital will come from appropriations authorized under the Fiscal Year 1989 General Appropriations Act.
- Subsequent operational and maintenance expenses will be incorporated into the annual General Appropriations Act.
Assurances Before Construction
- Prior to construction, the Secretary of Health must provide written assurance regarding two key points:
- Appointment of hospital personnel.
- Appropriation of funds for the hospital's maintenance and operation.
Effectivity
- The Act takes effect immediately upon its approval by the President.
